THE American people were rightly shocked, outraged, and ashamed at the abuse of Iraqis at the Abu Ghraib prison in Baghdad. All detainees, including Saddam Hussein loyalists and foreign jihadists, are entitled to a humane level of treatment that should have precluded their sexual assault and humiliation. The individuals who perpetrated these offenses disgraced themselves, dishonored their uniforms, and gravely damaged the national interest in time of war. They can, and should, be severely punished.
