Many readers believe the RS4 is a worthy competitor to the M3. In disagreeing, the BMW faithful point to the Audi's heftier curb weight.
The RS4 will compete with the current M3. The S4 holds its own against the M3 so there is no reason to think the RS4 won't raise the bar. As far as competing against the next-generation M3, that is just pure speculation.
