Mar. 21--RAEFORD -- Hoke County is a place where churches seem to outnumber businesses. Along its rural roads, signs nailed to trees admonish drivers to accept Jesus and oppose abortion.
It's an unlikely spot to become the first in the state to allow gambling on horse racing, but a Senate bill would make that happen.
The bill would allow pari-mutuel betting -- house-run wagering similar to that at racetracks up and down the East Coast -- at Hoke County's Carolina Horse Park one day a year, during the annual Stoneybrook Steeplechase.
Backers say gambling would enrich a failing rural economy. But in the minds of some residents, the proposal has drawn a battle line between rich and poor and between good and evil.
