The European Commission says the U.K. government's proposal to raise a previously agreed to national carbon dioxide (C[O.sub.2]) emissions-reduction ceiling may be illegal. At issue is an emissions limit that forms the basis of the U.K.'s participation in the European Union's C[O.sub.2] emissions-trading program that began on January 1. European environment commissioner Stavros Dimas says that the commission may not approve the U.K. government's proposal to increase the cap, and the government has vowed to bring its case to the European Court of Justice if necessary (CW, Feb. 9, p. 7).
