Based on an agreement between the governments of the Socialist Republic of Vietnam and the United States of America, the President's Special Emissary for POW/MIA [prisoners of war/missing in action] Affairs, General John W. Vessey, Jr., USAirroy] (Retired), visited Hanoi, 17-19 October 1992.
