Calif. Gov. Arnold Schwarzenegger said he and supporters will start gathering signatures for a special election to let voters approve three measures blocked by the Democrat-controlled legislature. The measures would privatize the state's $300 bil public-employee pension funds, create a panel of retired judges to redraw legislative and congressional districts, and tie teacher pay to merit rather than seniority.
