A federal judge ruled the Bush administration must either charge terrorism suspect Jose Padilla with a crime or release him after more than 2 years in custody. The judge said Padilla cannot be held indefinitely as an "enemy combatant." The administration claims the former Chicago gang member, who traveled to Pakistan in '02, was planning a "dirty bomb" attack.
