The Maryland Department of Juvenile Services has hired a consultant to help find a program to replace the defunct Lower Shore DRILL Academy, a department spokeswoman said. Juvenile Services Secretary Kenneth Montague told the Wicomico County Council in November the state would hire such a consultant, but council members frustrated with the slow response, recently began looking for groups interested in renting the facility.
