Byline: Fines likely even if companies are not complicit, writes James Brewer
A NEW and highly organised wave of stowaways from China on ships bound for North America is in prospect, the maritime world has been warned.
Many of the refugees will arrive hidden in shipping containers carefully kitted out with about as much comfort as can be managed.
The latest loss prevention bulletin from UK P'I Club, the industry's biggest liability insurer, states that it has 'reliable information' from its correspondent in Vancouver by way of Canadian Immigration authorities.
The bulletin says: 'There will be a significant increase in stowaways in containers from Southeast Asia, particularly South China and Hong Kong, to destinations in North America.'
Re-emergence of such sophisticated stowaway operations will highlight security concerns at a time when the International Ship and Port Facility Security Code is supposed to clamp down on illegal movements of people and cargo, say analysts.
