DAVOS, Switzerland-The terrorists are in effect winning the worldwide war on terrorism.
In terms of perception, the United States has already lost the war in Iraq.
Bioterrorism-the use of infectious micro-organisms against a civilian population-is the most dangerous security threat facing the world today.
Under the rules on security matters discussed at the World Economic Forum sessions here, the terrorism experts may not be identified but their statements may be reported.
The experts were asked: Is the world winning the war on terrorism? One said: "For the terrorists, not losing is winning. In that sense, they are winning." The others were inclined to agree with him.
