BAGUIO CITY-Rep. Mauricio Domogan said a House bill seeking the extension of the franchise of the Philippine Amusement and Gaming Corp. by 25 more years benefits Baguio because it allows the city government to refuse the entry of a casino operation.
Domogan, Lakas' Cordillera coordinator, said in a press briefing here last week that he inserted a provision in House Bill 3409 that requires Pagcor to seek the permission of local communities before it can operate in their areas.
The measure was passed on third and final reading on Jan. 20 despite opposition from the Roman Catholic Church.
Pagcor's original franchise, which ends in 2008, grants it overriding powers over local government initiatives or opposition.
Domogan, a former Baguio mayor, said he would have faced legal and administrative sanctions when he blocked the entry of Pagcor's Bingo-2-Ball in 2001 here, had President Joseph Estrada not been ousted from office.
