Feb. 1--The Finance Ministry is considering a plan to buy bad loans held by tsunami victims to help accelerate debt restructuring and recovery.

The concept would be similar to that underpinning the operations of the Thai Asset Management Corp, a state agency set up four years ago to restructure debt owed to state and private banks.

Authorities and local banks have announced plans to lend tens of billions of baht at low interest to assist businesses and individuals affected by the tsunami.

But officials say banks have been reluctant to offer aid to borrowers who were already non-performing loans before the ...
