A Canberra woman has been hit with a whirlwind of emotions after being told she could not attend next week's Australia Day citizenship ceremony - then finding out she was on the list after all.

Changes to the way this year's Australia Day ceremony is being run, including the attendance of Prime Minister John Howard, means there will be about 50 people becoming citizens, instead of the normal 100.
