WASHINGTON _ Hoping to build on his No Child Left Behind education-reform law, President Bush went to a Virginia high school Wednesday to promote his plan to expand annual testing to the nation's high schools.

Students and teachers at J.E.B. Stuart High School in the Washington suburbs applauded the idea, but it faces stiff resistance from congressional Democrats and teacher groups, who say Bush bungled his initial effort to improve elementary schools. They supported the goals of his original 2002 education overhaul, but now say Bush failed to back it up with enough money.
