NASCAR created its diversity program in 1999, at least partially in response to critics, including the Rev. Jesse Jackson. Miller, clearly no Jackson fan, says the $250,000 NASCAR gave to Jackson "didn't get one penny into the hands of racers.'' Instead, Jackson's Rainbow/PUSH coalition gave the money to a political supporter of Jackson's, who started a company-now known as Access Marketing-to coordinate the diversity program as a consultant.
