Jan. 11--JEFFERSON, N.C. -- When Ashe County leaders got a phone call confirming rumors that Black & Decker planned to close the former Oldham Co. plant this year and end 250 jobs, government and economic development officials were in a day-long planning retreat about how to attract more industry.
"We were already meeting," said John Marsh, chairman of the Ashe County Economic Development Commission. "The committee's there ready to pounce on it."
