On May 22 and 23, 2003, the National Defense University convened a panel of judges at Fort Lesley J. McNair in Washington, DC, to evaluate the entries in the 22 d annual Chairman of the Joint Chiefs of Staff Strategy Essay Contest. The 2003 judges were:
