A daunting challenge of healthcare delivery systems is to continually measure and study the effectiveness and efficiency of its practices. The scarcity of funding sources, the complexities of payer rules for reimbursement, the increasing competition in the marketplace as well as and the increasing emphasis on clinical performance standards and evidence-based systems, are all variables that have prompted many behavioral health care organizations to undertake the task of reviewing and evaluating their organizational processes.
