Dec. 7--CONCORD, N.C. -- Cabarrus County, known for its loose development rules, agreed Monday to a plan for a growth moratorium to bring county regulations more in line with other areas.

The Cabarrus County commissioners Monday evening voted 3-2 for a document that calls for a six-month moratorium on approving new subdivisions in unincorporated areas while the county revises development rules and updates land-use plans.

Municipal leaders in Cabarrus and northern Mecklenburg welcomed the proposal, saying the new rules will improve the quality of development. The county would bring its development rules closer to those of the cities.
