Nov. 9--TACOMA, Wash. -- A state blue-ribbon panel failed to reach agreement yesterday on how high this year's freshmen must score on the state's 10th-grade test in order to earn a high-school diploma.
In a long meeting with passionate speeches from members of the public and the panel, the vote split among four options.
The Academic Achievement and Accountability Commission had hoped to reach a consensus on a recommendation for the Legislature.
