Ukraine vote heads to 2nd round
Viktor Yushchenko, who favors closer ties with Europe, won 40% of the vote while the pro-Moscow Viktor Yanukovich garnered 38%. Turnout was heavy, but international observers say the election did not meet democratic standards. A victory by Yushchenko could lead to the Ukraine joining the EU. Yanukovich would continue a pro-Russian tilt. The two face a Nov. 21 runoff.
