May 2--The Finance Ministry is considering revising budget allocations to local governments over the next four years to maximise funds available for implementing key national policies.
Decentralisation and shifting spending decisions to local governments was a major theme of the 1997 constitution. A 1999 law outlined that by 2001, at least 20 percent of national revenues be allocated for local administrations to manage, rising to at least 35 percent by 2006.
For the 2002 fiscal budget ending September, a total of 181.06 billion baht has been allocated for local administrations and community organisations, representing 22 percent of total projected ...
