Thai Agency Says Organisation Should Help the Poor Use Assets as Collateral.

Feb. 13--A public organisation should be established to help the poor use their assets as collateral for loans, the country's key state planning agency has recommended.

The proposal by the National Economic and Social Development Board will be discussed at a workshop on Feb 21 when the government is scheduled to announce five categories of assets that could be lodged as collateral.

These are Sor Por Kor 4-01 rights to land and other property, intellectual property, ownership of registered machinery, ownership of market stalls and leases of state-owned land.

The government says the move will give the poor a lifeline by opening access to funds.
