Jul. 4--Russia has agreed to repay its remaining US$36.4-million rice debt to Thailand in cash and in kind, according to government sources.
Sergey Kolotukhin, Russia's deputy finance minister, signed an agreement with Thai Trade Representative Prachuab Chaiyasan on June 23, acknowledging the debt that has been outstanding since 1990 under the former Soviet Union.
Half of the original debt of $60 million has been gradually repaid, and the Thai government has agreed not to charge the interest and late payment fines on the condition that Russia acknowledged the outstanding balance of $36.4 million.
