CLEVELAND _ Democrat Al Gore on Wednesday offered the nation a dose of "simple common sense" that he promised would ensure balanced federal budgets through the next decade.
"Unlike the promises made on the other side, we will not be running deficits or endangering America's prosperity," he said, detailing plans for a $300 billion "rainy-day" fund. "We will underspend the surplus, rather than overpromise our way into an economic hole."
Assailing what he called the "cross-your-fingers economics" of Gov. George W. Bush, Gore proposed setting aside one of every six surplus dollars in a new Surplus Reserve Fund.
"It will not be used for spending. It will not be used for new tax cuts. It will not be spent on promises or proposals of any kind," Gore said.
