May 20--SACRAMENTO, Calif.--One week after Gov. Gray Davis drew national attention for proposing to eliminate state income taxes for public school teachers, lawmakers are quietly exploring alternatives to the measure, including one to raise teachers' minimum salary to $38,000 a year.
But even though legislators quickly dismissed the governor's plan as being dead on arrival, Davis pledged to put up a fight and has begun building support among educational groups and other allies.
On Friday, the 4,800-member California Association of School Business Officials backed the proposal, and more endorsements from education groups are expected in coming days.
