Jun. 24--Contra Costa County agricultural inspectors stepped up an assault on the glassy-winged sharpshooter Friday after confirming their first find of the destructive pest in a San Ramon wholesale plant nursery.

As inspectors increased trapping in San Ramon, the federal government declared California in a state of emergency because of the half-inch long leafhopper.

The action frees up $22 million in federal assistance to California to battle the flying insect that spreads plant-withering Pierce's disease to grape vines and fruit trees.
