Sep. 28--The first time around, Shepherd College President David Dunlop wanted to spend nearly $3 million in taxpayer money to move his community college to Martinsburg, in order to attract 130 new students.
This month, Dunlop returned to the Higher Education Interim Governing Board with a new proposal. Now, he says moving to the Eastern Panhandle's thriving hub would bring 300 new students to the beleaguered community college, and he'll only have to use $1.6 million.
