Sep. 24--One of the architects of November's slow-growth ballot initiative could reap a windfall of cash if it's approved by voters.
Donald Elliott, vice president of Clarion Associates, helped local environmentalists write the language for Amendment 24. A state agency estimates that, if passed, the amendment will force Colorado's communities to spend nearly $25.7 million to create new growth plans, a service that consultants such as Elliott provide.
"Lo and behold, a company that helped write the ballot will be waiting in the wings to profit from the legislation they helped create," said Adams County Commissioner Marty Flaum, whose county may have to pay for another growth plan if voters approve the measure.
