Sep. 24--First, it was IF. Then it was when, and now it is why?

IF (Intelligent Finance), the internet banking arm of Halifax, has failed for the third time to launch.

After pulling the plug this summer, chief executive Jim Spowart confidently pledged that it would be "some time in August'. But nothing happened.

Then last weekend he told a Sunday newspaper that IF would be launched "any day now'. The paper gave Wednesday as the start date.

But this third deadline has passed, and still there is no sign of IF opening for business.
