Sep. 23--Negotiations between Phillips Petroleum and the Occupational Safety and Health Administration concerning a deadly explosion that has resulted in a proposed $2.5 million fine, did not work out, a Phillips source said Friday.
"Negotiations were attempted by both parties," said Kristi DesJarlais, a Phillips spokeswoman in Bartlesville. "There was a negotiation -- it did not pan out."
DesJarlais said she did not have further details on the abortive contact between the government and the Bartlesville-based oil giant.
