Oct. 13--Cost overruns at a Hampton Inn & Suites going into an existing downtown Buffalo building is prompting the developer to seek additional tax breaks from Erie County's main development agency.

The request is fueling fierce opposition from a competing hotel owner who accused the developer, Benderson Development, of underestimating the project's price tag from the start.

Officials at Benderson notified the Erie County Industrial Development Agency this week that the Hampton Inn's budget has ballooned from $4.5 million to more than $6.8 million, more than 50 percent above what developers estimated in early 1999 when the ECIDA …
