Oct. 18--TORONTO -- The 120 participants in the Regional Chamber and Growth Association's annual Leadership Exchange got plenty of best-practices advice from this business capital of Canada, with its vibrant downtown and celebrated cultural diversity.

But for the businesspeople in the group, the most practical advice may have come from a far smaller city hundreds of miles to the west.
