Nov. 2--WASHINGTON--Congress is poised to launch one of the most costly "beach nourishment" projects in U.S. history on North Carolina's Outer Banks.
In a bill passed this week, the Senate signaled its intent to spend $1.8 billion over the next 50 years pumping sand onto two strands of severely eroding beaches in Dare County. The House is expected to approve the same legislation as early as today.
The 14.8-mile project -- championed by U.S. Rep. Walter Jones, a Farmville Republican who represents the affected area -- is in the Water Resources Development Act of 2000, a bill that lays out lawmakers' priorities for coming years but leaves funding decisions to future Congresses.
"This doesn't pay for it, but it's a clear signal of where things are headed," said Glen Downs, Jones' chief of staff.
