New York Television Firm Buys Buffalo, N.Y., Public Broadcasting Affiliate.

Nov. 9--The company that owns Channel 4 has bought Channel 23, a public broadcasting affiliate, and will convert it to commercial programming and add a 10 p.m. local newscast.

LIN Television Corp. has agreed to buy the station, WNEQ-TV, from the Western New York Public Broadcasting Association for $26.2 million in cash and expects to take over its operations in January, subject to the Federal Communications Commission's approval.

The public broadcasting association also owns WNED-TV Channel 17 and local public radio stations, all of which are unaffected by the deal.

The proposed sale follows an earlier attempt by the public broadcasting association to peddle Channel 23 to Sinclair Broadcast Group of Baltimore for $33 million. That deal, proposed in 1998, fell through a year ago amid speculation that Sinclair, …
