Nov. 7--Owensboro Municipal Utilities has been down this road before.
When the city-owned electric and water provider hired Bob Carper as assistant general manager in 1983, it was with everyone's full knowledge that when manager John Pace retired, Carper would be in line for the top job. Of course, that was providing Carper did a good job as Pace's No. 2.
Five years later Carper was handed the utility's reins and has managed OMU since. In about three years he plans to retire. It is no accident that OMU is now looking for an assistant manager, a position it has done without since Carper became manager.
