Dec. 12--HALTOM CITY, Texas--A former Arlington city planner and a consultant to developers who revitalized downtown Fort Worth has been named economic development director for Haltom City.
Kent Flynn, who accepted the job Friday, began his duties Monday in the $59,200-a-year post, which comes with a $350 monthly car allowance.
He was chosen from 20 applicants and six finalists interviewed since Scott Welmaker resigned in August.
Flynn, an Irving resident, specializes in tax increment financing. In the concept, property owners in a designated zone continue to pay county taxes, but extra revenue created by increased property values is returned to the district for renovations to the property.
His latest project was preparing a plan for the downtown Fort Worth tax increment financing district, a 30-year reinvestment zone with more than $450 million in proposed projects. About $50 million would go to public renovations.
Haltom City officials said they hope that Flynn's expertise will help attract new industries and retail businesses, as well as support revitalization along Belknap Street.
