Dec. 30--Development of West Virginia's first wind-powered generating plant will take place on Tucker County's Backbone Mountain in the coming months, following the Public Service Commission's approval of the project.

The PSC announced Friday that it had approved an amended certificate of convenience and necessity to Atlantic Renewable Energy Corp. to build what will become -- initially, at least -- the largest wind power generating facility in the eastern United States.

The certificate approved by the PSC reflects a settlement reached earlier in December by Atlantic Renewable Energy and the West Virginia Highlands …
