The Bush administration hopes to conclude an F'FAA agreement with the other Western Hemisphere nations by January 2005. The measure will then need to go before both houses of Congress, where it will be voted up or down following "fast track" rules (now known as "Trade Promotion Authority").
This vote in Congress could occur as soon as three to four months after the agreement is completed, or--if we are especially successful--never. The president, regardless of who he is in 2005, will not submit the agreement to Congress until he believes there is sufficient congressional support.
