In early August, U.S. "Drug Czar" John Walters visited Colombia to assess Washington's efforts to train, equip and assist that nation's counter-narcotics efforts. "Plan Colombia," a $3.3 billion, five-year operation begun during the Clinton administration, has included fumigating coca fields, intercepting cocaine shipments at the border, and cracking down on drug traffickers.
