Not to be outdone by his opponent (see "Kerry's Race-baiting" in our August 9 issue), President Bush asked during his July 23 address to the National Urban League Conference in Detroit: "Does the Democrat Party take African American voters for granted?" He added, "I believe you've got to earn the vote and seek it.... [D]o they [the Democrats] earn it and do they deserve it?"
The body of Mr. Bush's speech illustrated that he believes that votes are "earned" from interest groups by offering larger tax-subsidized bribes than his opponents--albeit bribes cloaked in the rhetoric of "ownership" and "opportunity."
Witness, for example, his description of Small Business Administration loan programs targeting black businessmen: "Loans to African Americans were up by 75 percent from last year. That's positive. In other words, somebody said, I need some help. They've come to the federal government. They said, I've got an idea, I want to start my own business, I want to say, I'm the owner. And the government says, we want to help you. It's a legitimate role to encourage ownership." This may be true for those whose view of legitimacy ...
