Aug. 28--The state is investigating whether a Cleveland County adult-care home violated an agreement when it admitted two mentally ill patients with criminal backgrounds this summer.
And county social services officials say Yelton's Health Care should not accept patients with criminal histories because the center is unable to protect other residents and the community from them.
But they acknowledge that Yelton's serves a need in a state system with a shortage of facilities that can handle such patients.
