Mar. 23--The Willamette River of past, present and future took center stage at Portland City Hall this week, as the City Council unanimously endorsed the first elements of the city's River Renaissance program.
The council's action Wednesday evening sets a course for the city's fractured government to work in unified fashion on improving the Willamette for recreation, wildlife and commerce.
