May 4--Online business information company Hoover's Inc. reported a dismal quarter Thursday and announced a replacement for its longtime president and chief executive officer.

Jeffrey Tarr, formerly of the now-defunct All.com Inc., will take over on May 22 for Patrick Spain, who co-founded the company in 1990 and has served as chief executive since 1993. Spain will become executive chairman of the board and work on international expansion and new product development.
