Jun. 15--Paducah -- population 26,307 -- has more than 50 downtown apartments, ranging from $310 a month to more than $2,000.

Owensboro -- population 54,067 -- has five downtown apartments. And only three are occupied full time, according to John Froehlich, executive director of Downtown Owensboro Inc.

It's not from lack of effort. The downtown booster group has been preaching the repopulation doctrine for nearly two decades without much success.
