Jul. 3--When a new control tower is finished at Richmond International Airport next year, aviation pros will think of John Lillard.

Lillard, who served as the airport's manager of special projects, spearheaded the design of a tower to replace the current World War II-era facility. He also briefed congressional delegations to help secure federal funds for the $11 million project.

The new tower is a key part of a new and upgraded airport terminal, officials said.
