Jun. 29--Mecklenburg County commissioners put their dispute with Time Warner Cable regarding a promised communications network on a fast track Thursday.
County staff members say the cable company has failed to live up to its obligation in a 1982 franchise agreement to build a communications network to link schools and other government facilities around the county.
For seven years, the issue has been central in negotiations over the renewal of the cable company's franchise to serve Mecklenburg County customers.
