Jul. 17--Executives of Pastridor USA were looking for a site on which to build a bakery that would produce crusty, European-style bread for supermarkets throughout the Northeast.
The project would represent an investment of $20 million and create 45 jobs initially and as many as 100 over the next few years.
"We were looking for easy highway access, good tax incentives, availability of labor, and reasonable cost of property," said Tom Bartus, president of Pastridor, a start-up company with U.S. and Belgian partners.
After an exhaustive search, the company chose Cumberland County. The county snared the company by not only meeting the criteria, but also by throwing in something the competition could not match: $16 million in tax-exempt bond financing, enabling Pastridor to save tens of thousands of dollars in start-up costs.
Cumberland County was able to provide the clincher because it is a federal empowerment zone, a designation bestowed in 1999 with a commitment for $100 million over 10 years to help spur economic development.
