Jul. 29--Stacks of folders filled with maps, sketches and graphics are stored in Stephen Proud's filing cabinet. The collection represents the creative endeavors of developers, environmentalists, entrepreneurs and others who have had big plans for Treasure Island.

As director of redevelopment for the former naval base, Proud has pretty much heard it all. Nothing, though, tops a current proposal to build an international heritage education center crowned with a 234- foot replica of the right arm of the Statue of Liberty -- torch and all.
