WASHINGTON _ The Bush administration and Congress are scrambling to shore up major weaknesses in planning and coordination of national defenses after last week's terrorist attacks.
"The military is better prepared to defend South Korea than it is to defend the United States. No question about it," said Rep. Mac Thornberry, R-Texas, a member of the House Armed Services Committee.
